M. Scott Maguire, MBA

Mr. Maguire has 23 years of finance and life science and healthcare industry expertise. Mr Maguire is currently the CEO of Xenetic Biosciences plc, listed on AIM (XEN). After becoming the CEO in 2004, he originated and executed a number of license and research deals with the likes of Amgen, Genentech, Genzyme and Baxter. He led the listing of the company (then known as Lipoxen) on the London Stock Exchange in January 2006 which was one of the best performing biotech IPOs in 2006. Since that time he has been responsible for a number of fundraisings and the acquisition of a German company. Mr Maguire recently led a financing completed with the Russian government (Rusnano) for $19.5M with a series of license deals into an entity created by Rusnano and local biotech companies to initiate the development of the biotech industry in Russia.

Mr Maguire co-founded Healthcare Capital Partners Ltd (HCP) and he is both a partner and director on the board. Mr. Maguire was a director at Arthur Andersen in London, where he co-founded the Global Healthcare Corporate Finance practice in 1996.

He was responsible for building and developing a trans-atlantic healthcare corporate finance practice. Prior to Andersen, Mr. Maguire headed up the international corporate development division at W.R. Grace’s healthcare division in Boston, where he was responsible for identifying and completing acquisitions, alliances, joint ventures and license agreements in North America, Europe, Asia, and Latin America.

He evaluated over one hundred transactions and assisted in their healthcare division spinout and merger with Fresenius, a transaction valued at $ 4Bn. Mr. Maguire started his finance career with Merrill Lynch in New York City in 1987. He is a board member of Renal Services (UK) Ltd, a dialysis services provider that he co-founded in 2006.

Mr. Maguire earned an MBA from the Babson Graduate School in 1993, where he graduated cum laude and was elected to the Beta Gamma Sigma Honor Society.
